No. Advertising without perfect measurement isn't forbidden, it's just more expensive than necessary. We start with whatever removes the biggest error, usually the conversion tracking, and pick up the rest while the campaigns run.
On top of the setup you pay monthly for the server environment at Google Cloud. For most SME websites that is a few tens of euros a month. With low visitor numbers that doesn't always outweigh the gain, and we'll say so.
No, and anyone promising that shouldn't be hired. Consent remains consent, even when the data runs through your own server. What you do gain is less loss to ad blockers and browser restrictions, and more control over which data you pass on.
A difference is normal: the platforms count differently and look at different periods. Structurally large deviations are not, certainly not when the revenue in your books tells a third story. Then something is broken in the measurement.
