Yes. In August 2026 OpenAI announced the expansion to 31 European countries, including the Netherlands, and opened self-service at the end of August. You buy through OpenAI's Ads Manager, through the Ads Solutions team or through affiliated agency and technology partners.
You pay per thousand impressions, per click, or you optimise on conversions. The minimum daily budget is fifteen euros. What a click or conversion actually costs depends on your market and is still hard to predict: the channel is too young and there are too few public benchmarks.

No. Ads appear only on the free version and on Go. Plus, Pro and Enterprise stay ad-free. If your audience sits mainly on those paid plans, for example in certain B2B segments, this channel reaches a smaller part of your market than you'd think.
By country, and where available by region, city or postcode area, and by platform: iOS, Android or desktop. You can also upload your own customer database as an audience, provided at least 25,000 users are matched. Targeting the subject of someone's conversation is not possible.
Ads do not appear around sensitive or regulated topics such as health, mental health and politics, nor on accounts where OpenAI estimates the user is a minor. If your service sits close to that, this channel is of limited use and we look at Google and Meta first.
No, and that difference matters. Advertising is paid space beside the answer. Visibility inside AI answers themselves, also called GEO or AEO, is about whether ChatGPT mentions your brand in the answer. That can't be bought: OpenAI states explicitly that ads do not influence the answers. They do reinforce each other, because both revolve around the same questions from your audience.
